(DC) Everybody unhappy over return to full-scale bombing of North Vietnam by United States and breakdown of peace talks. Immediate prospect is for another war of nerves, with duration unguessable. Sticking point in talks seems to be sovereignty. This is astonishing, for this issue has been present since beginning of war. United States has accepted Geneva description of Vietnam as 1 country.
