Senator William Fulbright asks Secretary of State Rogers and Henry Kissinger to testify about bombing to For. Relations Committee Both expected to decline. International criticism bombing grown enormously recently. Soviet Ambassador Dobrynin repeats Brezhnev's denunciation of bombing.
