(Camp David, MD) Trans. Secretary John Volpe will become United States ambassador to Italy. Claude South Brinegar, California oil executive, will replace him. [Press Secretary Ronald ZIEGLER - praises Brinegar's work as President at Union Oil Company of California.)

(DC) Reporter reviews transportation problems. One of Volpe's unsuccessful battles was to break open Highway Trust Fund to allow $800 million for use in transit programs. [VOLPE - discusses Highway Trust Fund problem.] [BRINEGAR - says has no view on problem at this point.] Environmentalists point out that Union Oil Company lobbied against use of gas tax money for mass transit programs in California; call appointment am outrage.
