(Studio) 15 colleges phase out Navy Reserve Officers' Training Corps programs and Navy won't permit officers to take graduate courses there. Representative Robert Drinan accuses Navy of blacklisting schools. Navy says decision based on suggestion of Chairperson Edward Hebert , House Armed Services Committee Navy Secretary John Chafee says Herbert threatened legislation to force boycott.
