(Studio) Senator passes $23 billion higher education bill, after struggles to incl amendment to prohibit busing fails.

(DC) Senator Robert Dole offered Griffin amendment banning court ordered busing, which failed yesterday, as 2 opponents were absent, but amendment lost 48 to 47. [Senator DOLE - says Edmund Muskie and George McGovern expected to leave, so vote called in effort to pass amendment again. Vice President Agnew notified to be present to break tie.]
