(Studio) President Nixon to address nation on Vietnam and United States troop withdrawals tonight at 10:00 p.m. EST. Secret document on ability of South Vietnam to withstand invasion, such as present one, disclosed in DC.

(DC) In 1963, French tried Vietnamization program. Nixon now endorses Vietnamization, still a controversial program. 1969 Vietnam study, recently leaked, shows top military and civilian advisers nave thought ARVN could not withstand North Vietnam-VC attack without United States aid. Secretary Defense Melvin Laird, most pessimistic about ARVN capabilities. Lack of ARVN motivation noted. Pentagon now says ARVN has improved since study cmsnd., and is blunting current Communist offensive. United States military aid said essential, however.
