(DC) [Representative Gerald FORD - says McGovern economic plan will necessitate tax increase. Ad hoc congress committee discuss Republican party reforms with Nixon campaign manager Clark MacGregor. [Senator Charles PERCY - recalls Nixon speech at dedication of Eisenhower building in which he called Republican party the party with open door.] [Senator Jacob JAVITS - says party members will agree on reforms.] Reforms will call for representative of more woman, blacks, and young.
