(Studio) House-Senator Conf. Committee agrees on compromise antibusing provision of Higher Education Bill.

(Capitol Hill) Compromise would impose 18 month moratorium on court-ordered busing. Votes decided at 3:00 a.m. when Schweiker, Williams waked up for proxy. Representative Joe Waggonner offers tougher antibusing resolution, but it is defeated on motion by Representative Albert. Congress acceptance of compromise, chancy.
