(Moscow, USSR ) President and Soviet leaders find no agreement on Vietnam. Neither side can yield on principles or commitments to allies. Neither side, however, threatens to escalate. At government guest house outside Moscow, Nixon and Kissinger confer with Chairperson Brezhnev, Podgorney, Kosygin for 5 hrs. Kissinger and For. Min. Gromyko draft Vietnam portion of communique until 4:00 a.m.
