(Moscow, USSR ) Diplomatic representatives of North Vietnam, living in Czarist mansion in Moscow, cannot understand how Soviet Party Chief Brezhnev can entertain man who ordered bombing of North Vietnam, mining of its ports. North Vietnam Embassy, heavily guarded, has elaborate communications setup. They refuse interview with US new-team. North Vietnam newspapers denounce summit.
