(Moscow, USSR ) president Nixon and Soviet Party Chief Leonid Brezhnev sign document of basic principles of relations between United States and USSR , basically a nonaggression treaty but not requiring Senator approval. It states that in nuclear age there is no alternative to peaceful coexistence, promising restraint in mutual relations, and utmost efforts to avoid military confrontations, nuclear war. Improved relations to be sought in trade, science, culture, technology.
