Advisers chairperson, Dr. Herbert STEIN - says impending budget problems cannot be solved by increasing taxes.] [Secretary Treas George SHULTZ - says administration committed to reducing government spending. Criticizes Congress for spending too freely.] Admin. in effect is blaming Democrats for possibly making more taxes necessary.
