(Studio) Japan and France each get new P. Mins. In special party caucus Kakuei Tanaka elected President Japan's majority party, automatically succeeding retiring Premier Esikau Sato. Tanaka promises to maintain strong relations with United States and will upgrade relations with P.R. China, sign peace treaty with Russia. In Paris, French Premier Jacques Chaban-Delmas resigns with 40 member cabinet. (He has been criticized for taking advantage of income tax loopholes. ) Pierre Messmer will succeed Chaban-Delmas. He is a former Min. Overseas Depts. and Territories.
