[POWELL - defends Nixon Vietnam stance.] [Unidentified STUDENT - differs with Powell.] Seeks 500,000 young voters for Nixon. 2-week campus tour slated. Reporter wonders why she is on campus, and not Nixon. [POWELL - explains Nixon strategy.] McGovern said beating bushes; Nixon, with incumbent's power, isn't. Question: Can Powell, et al., hold voters?
