(Studio) Associated Press survey shows McGovern endorsed by leaders of unions with 6 million members Nixon has backing of leaders with 2.4 million. Ldrs. of 10 million more are neutral or undecided. McGovern makes Pitch to latter group.

(DC) McGovern stops by headquarters (formerly Muskie's building). Speaks to exec. committee Amalgamated Clothing Workers. Will speak to another labor group in Miami, Florida, tomorrow. [MCGOVERN - recalls 1948 Truman victory with help of labor. Says Nixon campaign manager Clark MacGregor will have to tell Nixon be lost in November, and labor will have done it.] [MacGREGOR - says Nixon has no plans for tax increase.]
