(Sacramento, California) Rebuilt F-86 fighter plane studied. Richard Bingham, pilot, questioned. [National Transportation Safety Bd., William R. HALEY - says pilot used shorter runway to avoid waiting to take off.] [Safety Bd. Charles O. MILLER - says pilot tried to fly until he ran out of runway.] [State Department of Aeronautics director Joseph CROTTI - says state warned against development of shopping center near runway.]
