(Los Angeles, California) Cars cause 90% smog in Los Angeles area. Today EPA head, William Ruckelshaus, announces radical new program to clean up Louisiana air. [RUCKELSHAUS - says gas rationing only possible solution to smog problem.] Louisiana Mayor Yorty calls plan totally unrealistic. [LA Air Pollution Research Center spokesperson Dr. James PITTS, Junior - says favors rationing.]
