(Capitol Hill) Senators Philip Hart and Birch Bayh introduction bill now supported by more than 1/2 of Senator Senator Robert Packwood casts vote making the majority of Senator for independent prosecutor. [Senator BAYH - believes prosecutor must be independent to be believable by American people. Insists judiciary branch of government should appointed new prosecutor.] Senator Charles Percy hopes to draft alternate bill soon. Proposal outlined Senator and House plan hearings on special prosecutor dilemma next week
