Senator Mike Mansfield favors delay till fully independent Watergate prosecutor named. Senator Hugh Scott favors immediate confirmation hearings. Const. snag holds up Saxbe's appointed also.

Saxbe can't increase income till Senator term ends next year [SAXBE - presumes Attorney General's income to be same as Senator; however, income not uppermost in thought.] Saxbe believes he and Leon Jaworski can help pull country out of present situation. [SAXBE - hopes Jaworski, new special Watergate prosecutor, can get full answers to Watergate questions involving President] Saxbe questioned about own previous prejudices against Nixon. [SAXBE - insists prejudices set aside.] Saxbe questioned about Kent State probe. [SAXBE - insists Kent State University probe won't be stopped unless alleged new evidence worthless.]
