(Studio) Former Navy pilot testifies before Senate committee that Navy ordered unauthorized bombing of North Vietnam.

(DC) Naval commander John Miller tells Senator John Stennis' Armed Services Committee his pilots did not bomb North Vietnam against rules. Admiral Thomas Moorer, chairperson Joint Chiefs of Staff, agrees Navy innocent. [Senator Richard SCHWEIKER - says character of protective-reaction strikes changed from reconnaissance to bombing missions.] [MOORER - says rules of engagement quite explicit and were not violated.)
