(White House) Gasoline and home heating oil costs to rise. President praises Americans' volunteer cuts to help deal with energy crisis. [PRES. - thanks families for spirit of sacrifice.] President names William Simon head of fed. energy administration Simon succeeds John Love. Simon favors gasoline rationing only as last resort. [SIMON - believes energy policy directly connected to economy conditions.] Simon doesn't believe oil companies make windfall profits from energy shortage.
