(DC) While Earl Warren Chief Justice on Supreme Court, opposition strong to 1 man 1 vote rule that state Congress districts must be roughly equal in pop. Today conservative Burger court rules state legislatures need not be as strictly apportioned as Warren court required Congress districts to be. William Rehnquist says states may follow city and county lines in drawing legislature districts, regardless of population
