(Quang Tri, South Vietnam) South Vietnam marines await arrival ICCS team in Quang Tri city. Team coming to inspect future housing facilities there. Team nearing city sees smoke from battle on horizon and returns to Hue.

(Can Tho, South Vietnam) Viet Cong members Joint Mil. Commission arrive Can Tho. ICCS team goes to airport to meet them, but South Vietnam will not allow contact. Viet Cong to be kept isolated. South Vietnam pretending Viet Cong doesn't exist. ICCS points out peace can only be achieved by good will on all sides.
