(Paris, France) For. mins. from many ntns., include United States Secretary of State Rogers, initial declaration giving form of diplomatic recognition to Viet Cong and pledging international support for Vietnam Peace. [ROGERS - says Pleased with outcome of conf.] Canadian representative Mitchell Sharp concerned with how peace to be maintained in Vietnam. At Viet Cong reception, United States Undersecretary State William Porter seen in attendance. Rogers attends dinner with China's Chi Peng-fei.
