(Studio) Nixon abandons welfare reform plan which would have guaranteed minimum annual income to poor. In message to Congress, President says wants tax relief for elderly, help for Parents with children in private schools, compulsory health insurance and better legal services for poor. Still intends to dismantle OEO.
