[Senate Majority Leader Mike MANSFIELD - says Congress trying to restore lost prerogatives.] [Senator Hubert HUMPHREY - says American political system requires cooperation between legislature and executive branches.] Antiwar feeling and Secretary of State's recent refusal to appear before Congress incited Democrat revolt.
