REPORTER: Roger Mudd

(Capitol Hill) Kelley introduced by committee chairperson James Eastland. Praised by Attorney General Elliot Richardson and Missouri Senators Senators Phillip Hart and Edward Kennedy ask if Kelley to cooperate with watchdog committee to oversee FBI. Asks what new policies needed to protect individual's right to dissent while radical surveillance in operation. Kelley approves watchdog committee in theory but knows little about domestic radical surveillance. Most Senators pleased with sincere, hopeful Kelley and think he can clean up FBI.
