(DC) Govt. workings don't live up to Americans' rightful expectations. President' place in Watergate scandal discussed. Special Watergate prosecutor Leon Jaworski insists he can't release White House tapes and files to House Judiciary Committee Committee must decide to recommend impeachment or not. Jaworski's arguments outlined. Committee may be forced to duplicate Jaworski's work on its own. Deadlock between Jaworski and Judiciary Committee must be resolved soon to bring Watergate showdown more quickly.
