(Cairo, Egypt) Arabs feel United States instrumental in achieving Mideast settlement; United States can make Israel give occupied territory back to Arabs. Only withdrawal will make political settlement possible. Palestinian resistance forces growing strong; after 6 mos., Nasser won't be able to control them.
