(DC) Report claims more evidence exists that marijuana use bad for the health; details given. [DUPONT - urges nonsmokers not to begin; requests present smokers to cut intake of marijuana.] Health warning comes at time when Washington, DC United States attorney tells police he won't prosecute 1st offender marijuana cases. Police upset.
