(Studio) United States bombing policy in Vietnam discussed by Chairperson Joint Chiefs of Staff Admiral Thomas Moorer and by Defense Secretary designate Elliot Richardson. Both testify before Congress cmtes.

(Capitol Hill) Moorer's appearance before House Appropriations Committee one in a series of briefings by top officials on Capitol Hill today. [MOORER - says bombing Hanoi militarily effective.] Richardson appears before Senator Armed Services Committee [Senator Stuart SYMINGTON - asks if Richardson believes continued bombing above 20th parallel necessary for US security.] [RICHARDSON - says President leadership wise.] Richardson evades questions about bombing.
