(Pasadena, Texas) Billy's parents refuse to cut Billy's hair above his ears because of congenital defect of skull. [Mrs. EPPERSON - says principal refuses to accept Billy because he doesn't meet dress code.] [Golden Acres principal Jack HARVEY - outlines his position on dress code.] [Mrs. EPPERSON - doesn't understand why school can't accept Billy.] [Mr. EPPERSON - hopes school board to understand Billy's situation.]
