(DC) President Ford's 1st law partner and college roommate, Philip Buchen, to head White House legal office. White House cnsl. J. Fred Buzhardt to resign. Press Secretary Jerry Terhorst had said Buzhardt and James Saint Clair consulted with Jaworski's office with regard to tapes belonging to Nixon. Later reported Jaworski hadn't been consulted.
