(DC) Secretary of State Henry Kissinger prepares new look and policy. May drop 12-yr. embargo on trade with Cuba by Mar. He meets with Latin American foreign mins. in Buenos Aires then. Spokesperson says Ford doesn't have Nixon hangup re: Cuba. Rptd. Fidel Castro ready for change. Kissinger noted if United States doesn't change position will be left behind.
