(DC) Pay raise for federal employees, whsle. price rise noted. Federal payroll extensive. Federal employees can ride out inflation; other types of people can't. Taxes also noted. Inflation to be harder to get out of than Vietnam war. Nixon pardon noted. Drive to reduce arbitrary power of presidency by Congress, press, and intellectual community noted. Second chance for Ford asked, despite seeming arbitrariness of Nixon pardon. Compared to inflation, Watergate said minor affair.
