[Senator Frank CHURCH - questions CIA role in Chile.] [KISSINGER - says CIA activities always approved by President and appropriate congress cmtes.] Senator William Fulbright tries to stop debate with regard to Chile. Kissinger admits CIA covert operations pose several problems.
