(Studio) Secretary of State Henry Kissinger and Defense Secretary designate Don. Rumsfeld comment on shake-up.

(DC) Kissinger came to talk about foreign aid, but was asked about shake-up. [KISSINGER - says comfortable about Ford's structural plans. No concern about difficulty in presenting views. Personal relations with President excellent and unchanged. Much of speculation by outsiders.] Representative Wayne Hays says knife-wielder of massacre is still at large and Kissinger should climb into suit of armor. [RUMSFELD - says neither he nor President has policy differences with James Schlesinger.]
