(Berkeley, California) Edward Roberts spends 1/2 of each day in iron lung. He's new director of California department of rehabilitation. He's over 2200 people with $83 million budget. He's paralyzed from neck down; travels in electric wheelchair. He graduated from University California. Roberts and others founded center for independent living, which helps people to triumph over body that doesn't work right. [ROBERTS - says limited in past because thought he was limited Disabled no longer want to institutionalized; new attitudes exist.]
