(Studio) Govt. reports number of building permits issued in February at lowest rate on record. Decline comes even though mortgages available at cheaper rates.

(NYC) Americans depositing record amts. in savings and loan assns. [Mortgage officer Robert CALLICUTT - says mortgage funds now available.] Banks lower prices charged for mortgages; but there are few mortgage applications. [Savings association league Paul SCHOSBERG - says people reluctant to make commitment for mortgage; if economy stabilizes, things could change.]
