(DC) Cambodia never ally of US; responsibility to South Vietnam more serious matter. This reporter doesn't think more United States money could have saved South Vietnam. V. P. Nelson Rockefeller believes people to hold Congress responsible for South Vietnam downfall; this reporter believes `76 voters may hold administration responsible for not evacuating Americans from South Vietnam before now.
