(DC) South Vietnam people told nothing of government's intentions to evacuate. Americans to go through period of accusations here and abroad. Having just gone through Watergate, Nixon resignation, Rockefeller nomination, CIA, foreign policy controversy, United States can't afford to go through "who lost Indochina" feud. Aid must now be humanitarian.
