(DC) Washington, DC officials have known for some time Vietnam war over for Americans If US mil. troops must be used to aid in South Vietnam evacuation, clash with South Vietnam troops more likely than with Communists Fruitless to blame Congress for outcome in South Vietnam. Secretary of State Henry Kissinger says he wouldn't have signed Paris peace agreement 2 years ago if he had known military aid wouldn't be kept up. For. recrimination, especially French, quite common.
