(Vienna, Austria) Kissinger realizes bloom is off detente. Secretary pays courtesy call on Austrian Chancellor Bruno Kreisky. Kissinger wants to clear up any Soviet notions that American has become kind of paper tiger because of recent setbacks in Indochina.
