(Detroit, Michigan) Conf. mainly political Detroit's Coleman Young, Milwaukee's Henry Maier discuss urban problems. Conf. adopts resolution calling on Congress to place moratorium on evicting unemployed people from foreclosed homes insured by FHA. [Chicago's Richard DALEY - makes proposal re: evictions and unemployment.] Detroit good example of unemployed's foreclosure problems.
