(White House) Presidential working groups to assemble backgrounds on ITT case, milk fund, and White House plumbers unit for Congress committee 's review. Current aim of President' "operation candor" outlined. President meets tomorrow to discuss 1974 Republican political campaign plans with Vice President Gerald Ford, GOP chairperson George Bush, and chairperson of Senator and House Republican campaign cmtes. Nixon confers with Department of Health, Education and Welfare Secretary Caspar Weinberger with regard to national health insurance program.
