(London, England) Gasoline stations close all over Britain; citizens annoyed over govt's. bland assurances of Arab oil shipments. Oil doesn't constitute all of Britain's problem. Coal miners refuse to work overtime; strike threatened; coal cutback and oil shortage could cripple econ. Miners' demands outlined.
