(DC) [NIXON - says Americans can be thankful energy crisis is problem of peace not war. All Americans to sacrifice somewhat to reach goal of energy independence by 1980.] After meeting with economy advisers earlier in day, White House announces `74 economy recession unlikely. Admin. prepares contingency plans to stimulate economy if it begins sagging. Exs. of proposals outlined.
