(Studio) Worry persists that United States can't pay for all its social programs. Caspar Weinberger says Congress felt way to popularity was to say yes to all demands in existing programs and agree to new programs. If programs continue to grow, will cost 1/2 gross national product to pay for it in 20 years Nation needs to know which programs not needed. Pol. scientist, John Stuart Mill, said good done by charity to recipients would collide with general good.
