(DC) Chairperson Budget Committee Senator Edmund Muskie led debate against Senator John Stennis of Armed Services Committee Many conservatives join liberals in 48-42 vote. [MUSKIE - calls it 1st real test of budget process as discipline and Senator's willingness to accept discipline.] [STENNIS - says Budget Committee picked wrong target, but it's a start.]
