(Studio) Senator House conference committee agrees on emergency energy bill, but President may veto bill. Reasons explained. President announces plans to limit oil producers' profits; Cost of Living Council announces plans to increase profits.

(DC) President to ask Congress to level stiff tax on windfall oil profits resulting from energy shortage. [PRES. - insists windfall profits aren't fair for average consumer. Believes Americans' cooperation to conserve energy leads to less severe shortage.] Reliable sources say gasoline buying on incr.; proposal being considered to ration 8 gals. of gasoline for 1st car; 5 gals. for 2nd car.
